We listed the cities named by the 10 top-ranked pages on where to live in Paraguay, across our 6 languages, 31 in all. The 17 named by 2 pages or more make up this ranking. All of them meet our 3 entry conditions, which are newcomers from abroad in the 2022 census, fiber internet offered by a carrier and an emergency service within 30 minutes, advertised as open 24 hours by the provider or prescribed by the Health Ministry standard.
Housing cost is the median rent of long-term 2-bedroom rentals, houses and apartments, listed on InfoCasas and Clasipar on September 23, 2026. Rents in dollars are converted at the reference rate of the Banco Central del Paraguay (₲5,935 per 1 USD). We drop repeated listings, seasonal rentals and rents outside 100 to 10,000 USD a month, which are often sale prices. With fewer than 10 listings, housing is not scored and its weight is spread over the other 5 criteria, as in 8 cities.
Healthcare counts the sanatorios (private hospitals) that advertise a 24-hour emergency room themselves, and the drive to the nearest public referral hospital. The ministry standard describes the service expected for each hospital category; we did not verify actual staffing at every hospital. We apply it to regional hospitals by inference because they share a care level with general hospitals. Safety combines criminal cases filed with the Ministerio Público in 2024, per 1,000 residents, and 2024 homicides published by the Instituto Nacional de Estadística, per 100,000 residents. No published source goes below the department level, so each city gets the rates of its department.
Airport access measures the drive to Silvio Pettirossi, the only airport in the country with regular international flights; internet speed is not scored because no public measure exists per city. Newcomer services add up a school with a diploma recognized abroad within 30 minutes (4 points), an organized foreign community that published an activity in the past year (3 points) and a Dirección Nacional de Migraciones office within 30 minutes (3 points). Climate counts the days at 35 °C or more, averaged over 2021 to 2025, at the nearest official weather station.
