Buying a car in Paraguay: title, notary and registration

Best Paraguay editorial team · Sep 26, 2026

Short answer

A car transfer in Paraguay is formalized by a public deed before a notary, according to the Motor Vehicle Registry. Before paying a deposit, check ownership, restrictions and the vehicle’s identifying details, and agree who pays each fee. Physical verification and registration complete the record transfer. If you have foreign documents, ask the notary which identity documents are accepted in your case. Official sources checked September 26, 2026.

Check title before paying a deposit

Ask the seller for the registration and vehicle card. Have an independent notary obtain the certificate of title status and restrictions, which the Registry lists among transfer documents. Compare the registered owner and any restrictions with the proposed sale. An advert or a photo of a vehicle card is no substitute for that check.

Match the vehicle to its papers

The Registry requires a physical-verification certificate issued by an authorized inspection site. Compare the chassis number, plate and other identifiers with the documents, then arrange an independent mechanical inspection before agreeing a price. The registry check concerns vehicle identity; engine, brakes and repair costs need a separate assessment.

Use a notary and confirm your identity documents

The Judiciary says vehicle ownership transfers through a public deed, including when the parties have already signed a private agreement. Ask the notary which identification a foreign buyer can use and which certificates both parties need, including Redam where applicable. Request a written estimate for the deed, fees, verification and registration before paying.

Track registration and collect the new documents

The Registry requires the deed and supporting papers to record the transfer. Ask your notary for the application number: the Judiciary says it can be used to track the file through RUN. Agree when you will receive the updated vehicle card and keep the filing and payment receipts.

Check what you need to drive the car

Ownership registration and permission to drive on the road are separate steps. In Asunción, the municipality says a current vehicle authorization requires an up-to-date local tax payment and approved technical inspection. Before driving, confirm the authorization, inspection and licence rules that apply in your municipality and circumstances.
