We examined the 16 banks on the Banco Central del Paraguay list of March 20, 2026. 4 are left out of this version: Banco Continental, whose published fee schedule dates from June 2024; Banco Nacional de Fomento, whose website cannot be read remotely; and Citibank and Banco do Brasil, which publish no accounts for individuals.
Profile: a foreign resident with a Paraguayan cédula who opens a caja de ahorro (a savings account with a debit card) and receives money from abroad. Minimum balance, currencies and incoming transfer fees come from each bank's personal caja de ahorro, in its September 2026 fee schedule. Opening with just the cédula, and how long it takes, come from the entry account each bank publishes, often digital and capped.
Fees compare the cost of one transfer received from abroad. Account maintenance and debit card fees stay out of the calculation: Banco Basa does not publish its card price. Below the minimum balance, banks charge a fee, so the balance counts in the conditions. A bank that does not publish its opening time gets 0 on that criterion.
Checked remotely on September 23, 2026, with no visits and no requests to the banks. Languages spoken at the branch, the app language and blocking your card in the app require a visit or a test account: they are not rated, and the other weights are rescaled. A foreigner still waiting for a cédula has one published option, at Banco Basa.
No bank pays for its rank. A fee not rechecked within 30 days is flagged “Recheck due”, and 30 days later the bank leaves the ranking.
