Paraguayan cédula for residents: published documents and timing

Best Paraguay editorial team · Sep 26, 2026

Conceptual scene: blank identity card, document folder and a Paraguay flag.

Short answer

The Policía Nacional issues the Paraguayan identity card, or cédula, after residency is granted. Temporary residency under Law 6984/2022 gives access to a card valid for the residency term; the MERCOSUR temporary route requires permanent residency first. The police list a ₲8,500 fee and 90 working days for delivery. Check the document list for your exact route before ordering certificates.

Check your residency route first

ResidencyAccess to a cédula
Temporary, Law 6984/2022Yes, for the residency term
Temporary MERCOSURAfter obtaining MERCOSUR permanent residency
PermanentYes, with a card valid for 10 years

The 2 temporary routes have different rules. Migraciones issues the residence card. You then apply for the cédula through the Policía Nacional's identification department.

Documents listed by the police

The police page covers temporary and permanent residents in its title, but its first 2 requirements mention permanent residency only. If you hold temporary residency under Law 6984/2022, confirm which certificate and card the identification office accepts before paying for copies or apostilles.

  • Residency certificate and notarized copy of the valid residence card.
  • Notarized copy of a valid home-country identity document and an apostilled or legalized birth certificate.
  • Foreigners' register card, background certificates and proof of life and address as listed by the police.
  • Civil-status documents or professional diploma where relevant; Spanish translation of foreign documents when required.

Fee and delivery

The police list ₲8,500 for a foreign resident's first cédula and 90 working days for delivery. This published fee excludes certificates, notarization, translations and travel. Keep the application receipt; you need it to collect the card.

Application order

  1. Obtain residency

Check with Migraciones whether your route already grants access to a cédula.

  2. Confirm your checklist

Read police resolution 717/2026 and confirm the applicable documents with Identificaciones, especially for temporary residency.

  3. Apply and keep the receipt

Bring the required originals and copies, then keep the application slip for collection.
