Short answer
Before booking, check which licence the branch accepts, how much it will hold on your card and which damage remains your responsibility. Law 5016/2014 allows a valid foreign licence for up to 3 months after entry, while rental companies also set contract requirements. Alamo Downtown Asunción and Hertz Airport publish different policies. Their branch pages were checked on September 26, 2026; confirm the terms of your booking.
Check the law and the branch policy separately
Article 27 of Law 5016/2014 allows driving on a valid foreign licence for at most 3 months after entering Paraguay, within the authorised vehicle class. Hertz Airport suggests an international driving permit but does not require one on its general location page. Alamo Downtown recommends one when the licence uses non-Latin characters and accepts a notarised English translation in that case. Bring the original and ask your chosen branch to confirm its requirement in writing.
Confirm the card and deposit before paying
Alamo Downtown requires a credit card in the renter's name. Its page lists a USD 700 authorisation for economy through midsize cars and USD 1,000 for standard through full-size cars. At that branch, debit cards and cash are listed for final payment, not as replacements for the card required at pickup. Ask for the amount for your category and check the available credit; policies may change.
Read cover, excess and exclusions
Alamo Downtown describes optional collision and theft protection with a published USD 600 to USD 1,200 excess depending on vehicle class; declining it leaves the renter liable for the vehicle's full damage. Its broader package combines other protections and has contractual exclusions. Request the full price, excess and events that void protection in writing. Check any card or home-country insurance separately.
Check fuel, return and border rules
Hertz Airport says vehicles are provided with a full tank and charges for missing fuel plus local refuelling service if they return without a full tank. Alamo Downtown offers a choice between paying for used fuel and refilling before return; its policy restricts driving to Paraguay. Confirm your return branch, hours and any planned border crossing in your own agreement.
Compare the full quote
For the same dates, car class and pickup location, request the total price, card hold, excess, authorised drivers, fuel and return terms. The Alamo and Hertz pages describe published branch policies; they do not measure service quality or rank companies. Inspect the car with an agent and keep the agreement and dated pickup and return photos.
