Moving to Paraguay: entry, baggage and first steps
Short answer
Before travelling, check the entry document and health requirements for your route. Register your arrival with Migraciones at the border and keep the entry record. Paraguay's tax and customs authority, DNIT, treats baggage travelling with you differently from belongings shipped as cargo. Cargo follows rules linked to your residency status, so confirm them before booking a shipment.
Before you travel
Migraciones asks travellers using pre-registration to complete it at least 48 hours before the crossing. Check the eligible border posts on its page.
- Check whether your nationality needs a visa and which travel document Migraciones accepts. A home-country ID is accepted as a travel document only for eligible MERCOSUR citizens.
- If you travel from a yellow fever risk area and are aged 1 to 59, check the required certificate and exceptions. The official area list may change.
- Online migration pre-registration can speed up certain land crossings. It does not replace the border check or required travel documents.
At the border
-
Register your arrival
Every traveller must pass through an authorized Migraciones post. Migration registration is free.
-
Keep the entry record
If you enter as a non-resident, keep the passport stamp or entry card. Migraciones requires it on departure.
-
Declare controlled goods
Use the customs declaration channel for goods that must be declared or monetary instruments worth USD 10,000 or more.
Accompanied baggage and cargo
DNIT exempts travellers' personal-use items. For other non-commercial goods, its February 4, 2026 notice gives an allowance of up to USD 1,000 when entering by air or river, and USD 300 by land. Accompanied baggage travels on the same vehicle as you; separately shipped cargo has a different status.
DNIT's FAQ still shows an older USD 500 air limit. We use the dated 2026 notice for the current amount. Confirm the limit with customs before buying or shipping goods.
If you ship furniture or tools
DNIT's FAQ describes a regime for people settling permanently after more than 1 year abroad: household furniture and professional tools may enter duty-free under its conditions. Until a foreign citizen receives permanent residency, DNIT mentions temporary admission for those goods. Ask the carrier and customs which documents and procedure apply before booking. The traveller baggage allowance does not describe a moving container.
First decisions after arrival
- Choose a city and neighborhood using the rent, services and travel-time figures in our rankings.
- Prepare your residency application for your nationality and situation. A pending application receipt is not a travel document.
- Compare a bank account and a mobile plan using the identity documents you already hold.
