The 4 best mobile carriers in Paraguay

We compared the 4 mobile carriers listed by CONATEL, the telecom regulator: Tigo (45.9% of lines in 2024), Personal (27.7%), Claro (22.4%) and Vox (4.1%).

Profile: a newcomer who wants a prepaid line on day one. The price uses the cheapest published prepaid pack that, bought again when it expires, covers 30 days with at least 20 GB. Night and roaming packs are excluded; an unlimited pack counts its published full-speed allowance.

The passport scores in full if any nationality is accepted, and half for a list of countries. An option the carrier does not publish scores 0 and shows as “Not published”. Roaming counts the Mercosur countries covered on prepaid: Argentina, Brazil, Uruguay and Bolivia.

Checked remotely on September 23, 2026, with no visits and no requests to the carriers. Coverage and speed are not rated, since no public measurement exists per carrier, and neither is support in other languages, which requires a written question; the other weights are rescaled.
