Buying a home in Paraguay: title, notary and property register
Short answer
Before paying a deposit for a house or apartment, have an independent escribano, or notary, check the seller, title and property and cadastral records. The Registro Unificado Nacional (RUN) provides title, cadastral and personal-encumbrance reports to authorized professionals. The sale is documented in a public deed and entered in the property register. Ask for a written estimate of costs and taxes for your transaction. In Asunción, a 2-bedroom apartment is listed at a median 149,000 USD (InfoCasas, October 6, 2026).
Identify the home and seller
- Get the property registration number or finca, cadastral reference, location and previous deed; ask the notary to match them against RUN records.
- Verify the identity and authority of the signer. If a company or attorney signs, the notary checks their power to act.
- Request checks for mortgages, liens, personal restrictions and cadastral discrepancies. RUN’s SIGRE service gives access to authorized notaries and lawyers.
Discuss the title certificate before paying
Article 122 of Law 7424/2025 allows the notary to request a title-conditions certificate for each property. A positive certificate reserves priority for 30 calendar days to complete the specified deed. Acordada 1823/2025 also permits registering deeds without that certificate subject to documentary conditions. Ask your notary which route they propose, what protection it provides and which records you will receive before paying a deposit.
Steps in a documented purchase
-
Assemble the file
Give the notary property, seller and proposed price details; request register, cadastre and authority checks.
-
Put the deposit terms in writing
Identify the property, price, currency, deadline, refund conditions and what happens if checks reveal an obstacle. Get a traceable receipt for any payment.
-
Sign the public deed
The notary prepares the deed, confirms applicable paperwork and payments, and explains the required signatures and receipts.
-
Verify registration
Request your deed copy and evidence of filing and registration with RUN. Keep the transaction receipts and checks.
Rural property near a border
Law 2532/2005 defines a 50 km security belt along land and river borders. Unless authorized by decree, it restricts ownership, co-ownership and usufruct of rural property there by nationals of neighboring countries and companies mostly owned by them. Ask the notary to check location, rural status and nationality before reserving. This specific rule does not by itself describe an urban purchase in Asunción.

Homes for sale in Asunción listed on InfoCasas on October 6, 2026. These are asking prices, before any negotiation. We drop repeated listings and prices outside 10,000 to 5,000,000 USD; prices in guaraníes are converted at the reference rate of the Banco Central del Paraguay (₲5,935 per 1 USD, September 22, 2026).
The price per m² uses the built area stated in the listing and leaves out areas outside 20 to 1,000 m² for an apartment and 40 to 2,000 m² for a house.
